The way Töötukassa is governed reflects the interest of three stakeholders in the unemployment insurance scheme and employment policy: the government, employers and employees.
To safeguard a continuous participation and engagement of these stakeholders, Töötukassa was set up as a public-private entity rather than a state agency. It is not subordinate to a ministry, but is governed by a Supervisory Board. This Supervisory Board brings together representatives of the government, employers and employees, with two members appointed for each group. It is the forum where key issues are debated and consensus is reached concerning the rate of the unemployment insurance contributions (which is them formulated as a proposal to the government), concerning the statutes and management of the Fund, and concerning financial issues. Decisions are taken by simple majority.
The daily management of the Fund is the responsibility of the Management Board, which consists of three members.
Töötukassa has a central office in Tallinn, and 15 regional offices.
