As part of the My First Job in Estonia package of services, employers can apply for services if a recipient of international protection is already working for them or starts working for them.

A recipient of international protection is a person who has been granted refugee status or the status of a person eligible for subsidiary protection and who is issued with a residence permit on the basis of § 37 of the Act on Granting International Protection to Aliens (AGIPA).

A recipient of international protection is also an applicant for international protection who may work in Estonia if a decision has yet to be made with regard to their application for no reason dependent on the applicant within six months of the application being submitted and a certificate of an applicant for international protection allowing them to work in Estonia is issued to them (AGIPA § 101).

The aim of the My First Job in Estonia service is to boost the rate of employment among recipients of international protection and to contribute to their integration into Estonian society. As part of the service, employers can apply for the following from the Estonian Unemployment Insurance Fund:

Wage subsidy

We pay wage subsidies to employers who hire recipients of international protection who:

  • are registered as unemployed; and
  • obtained an Estonian residence permit on the basis of their status as a recipient of international protection or a certificate of an applicant for international protection allowing them to work in Estonia for the first time in the 12 months preceding their registering as unemployed.

Compensation of the cost of training and translation services

Employers can apply for the compensation of the cost of obtaining qualifications, Estonian language training and work-related translation services for an employee who has obtained for the first time:

  • an Estonian residence permit as a recipient of international protection or
  • a certificate of an applicant for international protection allowing them to work in Estonia.
