An unemployed person receiving unemployment insurance benefit can move to another EU country to look for work and continue to receive the unemployment insurance benefit he/she is entitled to, provided the unemployed person is actively seeking work in another country and is available for work and complies with the other country's rules on registering and looking for work. The jobseeker is entitled to the benefit for a limited period – up to 3 months (in exceptional cases up to 6 months).

NB! Estonian residents who are not citizens of Estonia or any other member country must have a residence permit and a work permit to enter into employment in another member country. 

NB! The person receiving the unemployment allowance cannot retain the right to the unemployment allowance if she/he wishes to go to another country to look for work.

European Union and unemployment insurance

If you live in one member country and work in another, but you return to the country of residence less frequently than once a week (i.e. you do not qualify as a cross-border worker) you have got two options when you are made unemployed:

Free movement of workers and social security

Since 01.05.2010 Regulation (EC) no 883/2004 of the European Parliament and of the Council and the implementing Regulation (EC) no 987/2009 are applicable for all European Union member states, their citizens, non-citizens and refugees, as well as nationals of non-EU countries, legally residing in the territory of the EU, who have moved between these countries, and their family members. From 01.04.2012 these regulations also apply to Switzerland and from 01.06.2012 to Norway, Iceland and Liechtenstein.
