What are the terms an employer must meet in order to apply for the subsidy?

An employer can apply for their employees to receive the subsidy, if they comply with at least two out of the following three terms:

Which employees will be subsidized?

Only the salaries of employees working under an employment contract, whose work load or wage has been cut in accordance with the Employment Contracts Act §35 or §37, may be subsidized.
 

Can employees whose contract derives from the Law af Obligations Act (e.g. contract for services, authorisation agreement) also be subsidized?

Only the salaries of employees working under an employment contract may be subsidized.
 

Amount of Subsidy and Labour Taxes

The Estonian Unemployment Insurance Fund subsidizes salaries in the sum of up to €1000. Is that the net or gross pay?

The subsidy is calculated in gross sums. The Unemployment Insurance Fund will withhold personal income tax, unemployment insurance premium and mandatory funded pension contributions from that sum.
